Dear comrades, dear friends!
First of all let me congratulate you with a holiday – international day of youth!
Allow me to thank the organizers of this meeting for their warm welcome and hospitality. It is truly great to be here in Cuba – a country with which Russia shares a long history of friendship and a common understanding of the world along with its threats, challenges and future perspectives.
Russia has always put much effort in implementing youth policy. Our country has quite a history and experience in system work with young generations! What have we all in common? We all fight for the main resource of this planet – people, young people – main support of innovative potential!
I want to bring up some important challenges of youth policies of coming years: Access to information and new technology Demographic differences And Quality (quality of life of young generation, quality of education, quality of mutual respect between nations based on deep knowledge of history and culture) It is of our collective responsibility to stand strongly against history distortions and raise of nazism.
As you know, Russia has a legacy with the World Federation of Democratic Youth. We hosted the World Festival of Youth and Students twice before, in 1957 and 1985, both times in our country’s capital – Moscow. While a lot has since then changed in our country and the world, we remain a multiethnic multicultural society with a clear understanding of our identity and moral principles. We are proud of our past, responsive to the challenges of the present and optimistic about the horizons of the future.
Today, Russia together with the rest of the world is entering into a new era. We are in the midst of a global transformation – the construction of a new multipolar world order. At the core of this transformation are universal concepts and values such as family, cultural diversity, national sovereignty, equality and human dignity. We are moving towards a better future without global hegemons and colonies, without lords and vassals, without a monopoly on force and capital, and last but not least – without a single standardized model of cultural norms and values, which contradicts the real meaning and beauty of multiculturalism and diversity.

We are moving towards a better future without global hegemons and colonies, without lords and vassals, without a monopoly on force and capital, and last but not least – without a single standardized model of cultural norms and values, which contradicts the real meaning and beauty of multiculturalism and diversity.
In 2013 our President Vladimir Putin said that Russia is «not after some superpower status, we don’t infringe on anyone’s interests or impose our own. We are not interested in teaching others on how they ought to live. However, we will strive to be leaders in defending international law, ensuring respect for national sovereignty, independence and identity of nations». We must build our new, sustainable and multipolar world together and we must place youth at the center of its development.
In Russia, youth is already the force behind many ambitious project and development strategies. Investment in the potential of the young is the only way forward, the only way to succeed. We have to combine our effort for:
1.Youth involvement in decision making
2. Equal starting possibilities for all groups of youth for socialization
3. Raise of Role of non-commercial youth organizations in citizenship processes.
We all share the same values, values of peace, tolerance and welfare of our nations. I am sure that this only can be done when we go along in our thoughts and actions. Agency on youth affairs of Russian Federation as one of main priorities has a creation of international youth professional societies! And equal access to education and gaining additional skills.
We hosted first youth arctic forum in February 2015, where young scientists and professionals from all countries of Arctic region founded youth Arctic council – this is a bright example how we can create a global Arenda and influence decision making.
This summer we will host 6 youth camps involving 14 different youth societies from young NGO leader, Economists and Journalists to young artists and historians!
I invite youth from your organizations around the globe to participate in it.
Our country has a rich background in hosting large-scale international events at the highest level. Recent achievements include the 2013 Universiade in Kazan and the 2014 Winter Olympic Games in Sochi.
Moreover, we are preparing to host the 2018 World Cup, which will take place in 11 different cities, and last but not least the 2019 Universiade in Krasnoyarsk.
Today, just as in the past, Russia recognizes its role and responsibility in the world. Today, just as in the past, we are ready to contribute our expertise and resources for the common future of international youth! Russia stands before you today asking for the honor to host thousands of young people from around the globe, as they gather to meet, exchange unique experiences, discuss pressing issues, establish professional connections and form lifelong friendships.
In the nearest future people from this meeting will take an essential part or even lead the processes of economic and political development of their countries, and if we all will be able to save this spirit of unity and friendship created, we will be very successful in our big family. We can leave saying: I want and it is allowed; but it is time to act saying I can and I have to! Of course the future is our youth and it will be determined by the youth».
So I stand in front of you here today to speak on behalf of 35 million youth from Russia, on behalf of our 10 million students, on behalf of 1000 Russian youth organizations, and on behalf of our national leader President Vladimir Putin, to present Russia’s bid to host the World Festival of Youth and Students in 2017!
We are prepared to accept all challenges that come with the honor of being a host country and we are ready to make the 2017 World Festival of Youth and Students one the most memorable in the event’s history!
