The Central High Command of the FARC-EP communicates to the public that on April 16, 2017 in the village of La Guayacana, Llorente, in the municipality of Tumaco, Nariño, our comrade Luis Alberto Ortiz Cabezas, Pepe, has been murdered.
Our comrade, who had benefited from the Amnesty and Pardon Act as established in the Final Agreement and who had been released days before he was murdered while visiting relatives. Pepe leaves a 6 months old baby girl.
According to information from inhabitants of the area, this murder is being attributed to the criminal known in the area as “Renol”, a paramilitary drug trafficker who works at Tumaco and who is responsible for threats and homicides against the social and popular movement.
These events demonstrate the continued existence of paramilitarism in the territories and undermine the confidence toward real security guarantees to the life and integrity of the people, which are ultimately exclusive responsibilities of the State. How many more dead will there have to be in Tumaco in order for the implementation of the consensus of Security Guarantees established in the Final Agreement to begin?
Events of this nature generate a profound distress among the FARC-EP combatants and the whole country. It is not possible that, in the midst of the peace-building process, its main actors are being killed before the whole world without anyone answering. Aware of our strict compliance with all that corresponds to us in the agreed, we demand for the government to also comply.
Likewise, we demand the full clarification of the responsibilities for the paramilitary presence in Tumaco and insist that this municipality should become a territory of peace and progress.
Its citizens deserve it.
